The name Wi Wo̠wō Ner is derived from the Wood Elvish language, as Wi Wo̠wō Ner was founded by Brutvur Ignun, who was culturaly Wood Elven.

Wi Wo̠wō Ner has a yearly average temperature of 13°C (55°F), with its average temperature during the summer being a pleasant 23°C (73°F) and its average temperature during the winter being a cold 4°C (39°F). Wi Wo̠wō Ner receives an average of 112 cm/y (44 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Wi Wo̠wō Ner covers an area of nearly 4 km2 (1 mi2), and an average elevation of 5582 m (18313 ft) above sea level.
Overview
Wi Wo̠wō Ner was founded durring the late 11th century, by Brutvur Ignun. The establishment of the new community went well, with no major obsticles durring construction.
Wi Wo̠wō Ner was built using the conventions of Wood Elven durring the late 11th century. Naturaly, all settlmentss have their own look to them, and Wi Wo̠wō Ner is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Wi Wo̠wō Ner is buildings are built arround a single crampt split-log ties mainstreet which forms a counterclockwise spiral to give the town a over all circular shape. The town is the proud owner of a thick set of fortified walls fashioned from querried stone blocks. While not up to snuff for a fort or castle wall, the town's walls are naturaly much larger than those of forts or castles. Therefore, the construction such a wall is most expencive. Wi Wo̠wō Ner's buget focused wall would serve its community well in battle in spite of looking unimpressive compared to castles and fortresses. Wi Wo̠wō Ner's top tier civilian fortifications are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.

Wi Wo̠wō Ner possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Wi Wo̠wō Ner's grid is powered by a direct leyline tap.
Wi Wo̠wō Ner has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
Wi Wo̠wō Ner has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
A substantial minority of the locals are descended from foreigners alien to their local neighbors. They may have been religious exiles, economic migrants, indigenous locals surrounded by the existing polity, or a foreign settlement conquered within the relatively recent past. The locals may not be enthusiastic about being ruled by others not of their kind, and their neighbors may look askance at the way foreign customs or even laws may be maintained.
Wi Wo̠wō Ner's mayor's house was built using a different architectural style from the rest of the town. The style used is characterized by their massive, monolithic and 'blocky' appearance with a rigid geometric style. It was best known for its rough, unfinished surfaces, unusual shapes, heavy-looking materials, straight lines, and small windows. Modular elements were often used to form masses representing specific functional zones, grouped into a unified whole.

The Festrog near Wi Wo̠wō Ner are known to be a mutant strain of the creature.
Wi Wo̠wō Ner's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves consuming a local toxin to channel Summoning energies of tier 3 via oratory performances.

POI
History
In time immemorial, reportedly some time during the late 2nd century, Wi Wo̠wō Ner was attacked by a renegade group of the army. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Wi Wo̠wō Ner lost 178 people, 217 livestock, and 42 buildings. The conflict ended after roughly 223, when members of Wi Wo̠wō Ner's militia enacted an operation to construct defenses in a particular bridge. The operation was complicated by the officer in charge of Wi Wo̠wō Ner's forces was incompetent, and issue many foolish and-or unprofessional orders. The conflict ended with the defense of the bridge against a siege, which ended in defeat for Wi Wo̠wō Ner's forces. The war is remembered in legend by Wi Wo̠wō Ner's bards, historians, and legend keepers.
